RWWA currently supports approximately 7,000 LMS users, comprising 700 internal staff (RWWA employees) and 6,300 external users (TAB users). To explore enhanced LMS solutions procurement initiated a Request for information (RFI) RWT016/25 – LMS Replacement. The objective was to assess market offerings and identify a more effective alternative to the existing LMS module. Following the initial evaluation, the high-cost estimates for a full system replacement over the next three years exceeded the anticipated budget. In response, the People & Capability (P&C) team explored alternatively a hybrid LMS model with the idea of retaining Absorb for external users while engaging a new LMS provider exclusively for internal staff. This approach aimed to reduce costs while still improving the internal learning experience. However, despite the reduced quotes considering a hybrid LMS Model, the financial implications remained considerable. The investment would limit RWWA’s ability to fund other high-impact initiatives and reduce overall budget flexibility. Additionally, ongoing costs related to licensing, system integration, and potential add-ons would further strain long-term financial planning. RWWA has decided not to proceed with the hybrid LMS model and will continue with Absorb as its sole provider. The cost-benefit analysis showed that the hybrid LMS Model approach introduced operational risks and complexity without delivering sufficient value. Instead, RWWA will focus on optimising the current platform by working closely with Absorb’s Customer Success Coach to improve usability, address pain points, and enhance efficiency—without incurring additional costs.
