| WA-PTA200084 | Introduction Background The Denny Avenue Level Crossing Removal Project requires a Superintendent’s Representative (SR) to support the Contract Management and Administration of the design and construction activities to be performed by Downer. The nominated key personnel should have knowledge and experience in Contract Management and Administration of large-scale multidiscipline projects. The nominated key personnel should be familiar with the PTA’s Safe working Procedures for Working in a live Rail Environment. Denny Avenue Level Crossing Project is comprised of two Packages, namely, Rail and Road. The Rail component of the Project is required to follow strict PTA procedures while only some elements of the Road component will be required to follow the PTA processes with the added complexity of some works being undertaken on behalf of external third party agencies. Scope of Services The PTA requires the services of an experienced SR to perform services, as required, in the delivery of the Denny Ave Level Crossing Removal Project through a modified AS4902 Design and Construct (D&C) Contract with Downer Group. The SR must be experienced and competent in Contract Management and will administer the Contract as an intermediary. Notwithstanding the requirements within an individual Contract, the essential functions of the Superintendent’s Representative are: In the role of SR, act honestly, fairly, within the confines of the Contract and the time frame prescribed under the Contract and arrive at a reasonable measure of or value of work, quantities or time. Foster a collaborative environment and disputes are avoided where possible. Ensure all parties know their obligations under the contract. Issue directions on behalf of the Principal. Ensure that a construction monitoring process is established up front and implemented throughout a project. Work with multiple discipline CSOs and guide them on surveillance requirements and contractual matters. Ensure that the Contractor keeps the job site in a clean and organized manner. Monitor Contractor adherence to their published construction program and implement corrective action when required in the event of non-conformance. Monitor’s Contractor’s resources. Resolves contract ambiguities. Reviews workmanship, materials and test results. Initiates postponement and suspension of works. Attend, chair and minute the construction start-up meeting and all subsequent site meetings as required. Establish and manage procedures to provide the early identification and effective control of all cost and time implications associated with contract variations and construction activities. Review progress payments and provide certification. Prepare monthly progress reports monitoring the performance of the Contractor. Advise the Superintendent with respect to contractual matters and assist with dispute resolution. Assess Extension of Time claims and advise the Superintendent on a fair and reasonable outcome. Agree/approve changes to construction methodology in consultation with the project team. Manage the resolution of RFI’s and TQ’s in collaboration with the PTA Project Team. Confirm Quality Assurance Procedures are being implemented by the Contractor including attending witness and hold points. Ensure the Contractor is compliant and satisfies legislative, Contractual and PTA requirements. Ensure the Contractor is undertaking the construction works in a safe manner complying with the Australian Standard and Project Specific requirements. Work with the CPE to ensure necessary Engineering Assurance activities are carried out by the Project Engineers, including managing their input into technical queries. Identify interface issues early and report concerns to the Project Team swiftly for quick resolution. Coordinate practical and final inspections, manages defects and prepares Certificates for issue. Prior to leaving the Site hand over all completion reports, records, files, details of the release of securities and issue of final certificates to the Project Team for review prior to issue to the Contractor. | Public Transport Authority | $445,183 |
