These works will be managed by the PTA Project Delivery (PPD) and extends across two operational jurisdictions: PTA Territory: CH 37.897km to CH 42.100km ARC Territory: CH 42.100km to CH 44.510km. This project is time-critical to ensure that the recommencement of regional rail services is not delayed. The outcomes and requirements are clearly articulated in these Request for Tender documents, and a briefing will be held to ensure that Respondents understand the Public Transport Authority’s requirements. The Contractor shall supply, construct, install, test, commission, and hand over (including Entry Into Service and Final Asset Acceptance) all required works for the Main Cable Route (MCR) from Byford Station to Mundijong Communications Equipment Room (CER). The works are structured into three separable portions. Separable Portions are as follows. I. Separable Portion 1: Works up to CH 42.200km SP1 is the installation of the MCR and all associated cabling works up to chainage 42.200km. | WA-PTA250085 | Background The Public Transport Authority (PTA) is initiating a safety enhancement project for the William Street (Horseshoe) Bridge and Barrack Street Bridge, located at either end of Perth Train Station. These bridges span multiple electrified railway lines and have been the site of repeated safety incidents, including trespassing and the throwing of objects into the rail corridor. These incidents pose serious risks to public safety and cause significant operational disruptions. Both bridges are heritage-listed structures, and any modifications must be undertaken with sensitivity to their historical and architectural significance. The proposed works have been designed to preserve the heritage value of the bridges while addressing critical safety concerns. To mitigate these risks, PTA has resolved to install protective screening on both bridges. A preferred design solution has been selected, involving X-Tend mesh screens with profiled outward angled structural posts inside of the existing bridge balustrade. The design minimizes visual impact through colour-matching with the bridge surroundings and complies with heritage requirements. The protection screens are expected to: Reduce incidents of trespass and object throwing; Enhance safety for the public and rail staff; Improve service reliability; Protect critical infrastructure; and Align with PTA’s broader safety and risk mitigation strategies. This Request invites qualified contractors to submit proposals for the supply, fabrication, and installation of the protection screens for William and Barack Bridges in accordance with the approved design documentation. The contract must also comply with all relevant heritage, planning, and authority requirements, including coordination with applicable regulatory bodies. | WA-PTA250078 | Scope of Works Under the proposed Contract, the PTA will require the Contractor to carry out all Works for the required modifications to Picton Yard as detailed within the Design Documents and including (but not limited to) the following: • Location markers: Provide visible fuelling road location markers to enable drivers to align each Australind railcar with the refuelling bench and AdBlue (Diesel Exhaust Fluid – DEF) point as required, as there are no existing markers to advise the stopping location of trains and the new Australind lengths and fuelling locations differ from the previous trains. • Lavatory waste disposal: Integration of a new vacuum extraction system (Controlled Emission Toilet – CET) on the stowage road, in consultation with a CET provider, to service two stowed new Australind DMU trainsets. The scope includes providing conduit and piping from the vacuum waste plant area to four Service Module Points (SMP). The Contractor will also be responsible for installing the CET provider’s equipment, including one vacuum effluent system for two 3-car DMU train sets (six railcars) and four electronic decanting points near the train gangways. This includes all pipes, cables, and system components needed to connect the trains to the vacuum plant. The CET provider will supply guidance, instruction manuals, and the option for on-site technician visits to assist. (Note: The PTA will free issue the vacuum waste extraction system equipment for the Contractor to install.) • Lavatory freshwater fill and rinse: Provide compatible hose nozzles for rinsing and freshwater refilling, including an additional water supply reel to service a second Australind DMU trainset, as the existing water hose post are not located to suit the new Australind DMU train stabling locations and the hoses attached do not suit the new trains. • Galley water fill and discharge: Provide hose reels fitted with Camlock DC 100 fittings at both train fill points for the galley water supply, as the existing water hose post are not located to suit the new Australind DMU train stabling locations and the hoses attached do not suit the new trains. • Shore supply: Provide new shore supply units aligned with receptacle points for two stowed new Australind DMU trainsets and verify that existing power supplies comply with standard three-phase specifications, due to the existing shore supply units not being compatible with the new train’s receptacles. • Diesel Exhaust Fluid (AdBlue) replenishment system installation: Provide an AdBlue system with sufficient storage capacity, minimal integration modifications to the refuelling road and the capability to refill one railcar at a time. • Cleaning blocks and access modifications: Supply cleaning block infrastructure in the form of platform ladders and extended wands to improve windscreen cleaning capability, and upgrade existing lighting as required, and improve maintenance access points. • Stabling of two new Australind trainsets: Replace the existing buffer stop with a PTA standard fixed rail buffer stop or equivalent and replace associated sleepers as required. The existing 41 kg/m rail is to be maintained. The existing pathways shall be extended to services the new train lengths. The Contractor will also be responsible for all management of the Works, obtaining approvals from relevant authorities, procurement of all plant, labour and materials unless otherwise specified, quality management and commissioning, and various other obligations as set out in the Contract documents. Scope of Works Transwa is seeking a Contractor that can supply and fit 295/80 R22.5 all position tubeless steel radial tyres with a speed category not less than “L”. All tyres supplied are to comply with Australian Standard AS/NZS 2230:1999. All tyres shall be fitted with steel belt radial ply tyres, of a load or ply rating not lower than that set by the manufacturer. All new tyres fitted to the fleet must be original tread and of equal ply rating and construction. All road coaches are equipped with a spare tyre which must be fitted with a tyre having original tread of a pattern matching with the tyres fitted to the front tag axle. The contractor will be responsible for the maintenance of the tyres of the fleet and will be required to attend the Transwa Depot each morning (Monday to Friday) to check all the coaches in the yard and replace worn tyres as required.
