Background The Public Transport Authority (PTA) is initiating a safety enhancement project for the William Street (Horseshoe) Bridge and Barrack Street Bridge, located at either end of Perth Train Station. These bridges span multiple electrified railway lines and have been the site of repeated safety incidents, including trespassing and the throwing of objects into the rail corridor. These incidents pose serious risks to public safety and cause significant operational disruptions. Both bridges are heritage-listed structures, and any modifications must be undertaken with sensitivity to their historical and architectural significance. The proposed works have been designed to preserve the heritage value of the bridges while addressing critical safety concerns. To mitigate these risks, PTA has resolved to install protective screening on both bridges. A preferred design solution has been selected, involving X-Tend mesh screens with profiled outward angled structural posts inside of the existing bridge balustrade. The design minimizes visual impact through colour-matching with the bridge surroundings and complies with heritage requirements. The protection screens are expected to: Reduce incidents of trespass and object throwing; Enhance safety for the public and rail staff; Improve service reliability; Protect critical infrastructure; and Align with PTA’s broader safety and risk mitigation strategies. This Request invites qualified contractors to submit proposals for the supply, fabrication, and installation of the protection screens for William and Barack Bridges in accordance with the approved design documentation. The contract must also comply with all relevant heritage, planning, and authority requirements, including coordination with applicable regulatory bodies. Scope of Works The overall scope includes, but is not limited to, the following: Preparation of required Project Management Plans; Conduct a dilapidation survey of surrounding infrastructure and assets prior to the commencement of works; Implement all required temporary works, including traffic and pedestrian management measures and access provisions; Relocate, protect, and reinstate existing services where conflicts with the proposed works are identified; Execute all construction activities in accordance with the approved detailed design, ensuring no disruption to normal train operations and maintaining the safety of the public, commuters, and workers at all times; Reinstate the footpath and associated bridge structures as part of the works, ensuring no damage to existing elements, including but not limited to balustrades, soffits, and surrounding infrastructure; and Carry out all works in accordance with relevant standards, preserving the integrity of existing structures and complying with all applicable regulatory, heritage, and operational requirements. The scope includes two separable portions (SP) including; SP1 - William St Bridge; and SP2 – Barak St Bridge.
