Brief
The supplier will be responsible for: • Developing and delivering workplans and projects for Pacific partner countries at a bilateral level and, possibly, a regional level. This will include technical assistance, modelling and analysis, and skills and training to support the energy transition, from the time of the Centre’s establishment to June 2029, with the possibility for extension to June 2031. • Administering the Centre, including entering and managing the contract with the Commonwealth, managing the funds allocated to the Centre, and reporting to the Commonwealth. • Identifying and engaging support institutions with relevant expertise to carry out works within the agreed scope of APPET’s delivery parameters. The supplier may also be required to carry out project works. • Coordinating the allocation of work among the Centre’s lead organisation and support institutions. • Maintaining close and regular engagement with Pacific partner governments, energy ministries, utilities, regulators and regional institutions to support program delivery. • Undertaking regular in-country travel. • Overseeing delivery of the Centre’s projects, including quality assurance and risk management. • Providing all wrap-around services associated with the Centre’s work, including organising travel and logistics for its staff and Pacific partners as required by projects. The purpose of this REOI is to: • Identify potential suppliers with the capability and experience to establish and administer the Centre; • Assess market capability and interest in providing the required services; • Inform the development of stage 2 procurement documentation; and • Enable the Commonwealth to shortlist respondents who may be invited to participate in stage 2 (Request for Tender) of the procurement process.
