| WA-PTA230543 | A number of Trespass incidents have occurred on the road over rail bridges at Barack Street and William Street, these incidents are serious in nature and have resulted in persons coming in to contact with the 25kV ac overhead traction power equipment. The trespass in all of the recorded/reported incidents involved persons climbing over the bridge parapet and descending the ‘eyebrows’ that are attached to the bridge structure. The ‘eyebrows’ are steel structures that are designed to protect the railway from falling objects. the trespass incidents have identified that they do not prevent people from accessing the extremely hazardous 25kV ac overhead traction power equipment or from seeking to access Perth Station platforms. PTA are seeking support to develop a concept proposal to modify/replace the eyebrows with a design that better protects the railway infrastructure from trespass. A key challenge for this project is the identification, and engagement, of the key stakeholders which include the owner/maintainer of the bridge, the local government authority, heritage bodies and the PTA. The PTA seeks the provision of Services, including (but not limited to): Liaise with PTA to confirm requirements; Develop concept design options to enhance the existing ‘eyebrow’ protection to reduce the likelihood of trespass incidence recurrence; Identify key stakeholders that are relevant to approving/accepting the installation of a modified eyebrow; Create a Stakeholder management/communications plan; Lead engagement with Stakeholders to reach consensus on design; Finalise concept design Develop costings for the detailed design works, approvals and installation; and Draft a Project Definition Plan, in PTA format. | Public Transport Authority | $143,407 |
