| WA-PTA230702 | Since 2017, the Public Transport Authority (PTA) has developed Station Access Strategies (SAS) for each rail station across the PTA passenger rail network. The SAS reports have investigated how passengers currently travel to the stations and what infrastructure (and non-infrastructure) investments are required to ensure people can continue to access the stations easily, reliably, and safely in the future to meet forecast demand by 2031 (and beyond). While each station is unique across the network, the strategies use the Station Access Mode Hierarchy to focus on prioritising active travel modes (walking and cycling) followed by bus and finally private vehicle travel (vehicle drop-off and parking) for travel to stations. To achieve the future target mode shares a set of recommendations were developed by all key stakeholders for each of the stations. There are three key objectives of the Station Access Strategies: Improve the quality, amenity and safety of journeys to stations for existing public transport users; Encourage more users to public transport, by providing an easier first and last mile transfer between their home and the station; and Provide sufficient capacity within station access facilities to meet ongoing growth in demand for the rail network, as identified by the Rail Growth Plan. The PTA seeks the provision of Services, including (but not limited to): Refining the existing recommendation database The Recommendation Database was developed 2019, since then a lot of work has been completed. This includes adding the recommendations from the new lines to the existing database and deleting the completed or obsolete. Adding the delivery model inputs to the existing database depending on the nature of the recommendation. A change management process must also be embedded in the refinement process to ensure quality management of the database is maintained and traceable. – e.g – This would be similar to the Midland Line Access Strategy work where the recommendation database was reviewed at the end of the report Geographic Information Systems (GIS) mapping This includes mapping the recommendations that have a geographical reference. e.g name of the street, location of an amenity, etc. The recommendations will be limited to infrastructure themed recommendations. Updating the prioritisation dashboard This includes updating the prioritisation dashboard with respect to the new database and further embedding the delivery model. | Public Transport Authority | $125,891 |
