| WA-PTA210112 | The METRONET Railcar Program (the Project) will deliver 246 new C-series railcars needed for METRONET projects and to replace the ageing A-series trains, and six new diesel railcars to replace the existing Australind service between Perth and Bunbury. To support the manufacture of the railcars and the increase in Public Transport (PTA?s) railcar fleet, additional railcar facilities will be constructed at Bellevue. These facilities including an assembly and heavy maintenance facility, separate diesel and electric railcar maintenance facilities along with stabling for up to 18 x 6 car sets. The design for all the facilities at Bellevue is nearing completion and the PTA will soon be entering into construction contracts for the diesel and electric railcar maintenance facility as well as the stabling yard. The PTA requires the services of a suitably qualified and competent organisation (the Consultant) to undertake the following activities for the Project. | WA-PTA240544 | The METRONET Railcar Procurement Project (the “Project”) will deliver 41 x 6-car Electric Multiple Unit (“EMU”) trains known as the “C-Series” to accommodate for expansions to the PTA network under the METRONET program and to replace the ageing A-Series fleet, and 2 x 3-car Diesel Multiple Unit (“DMU”) trains for the replacement of the Australind fleet. To support the local manufacture of the new trains and other changes to the PTA’s railcar fleets, the Project scope also includes infrastructure delivery including the design and construction of multi-functional railcar facilities at Bellevue (“Bellevue Depot”). The Bellevue Depot will include: Stage 1 – Railcar Manufacturing and Commissioning Facilities. The Bellevue Depot Stage 1 construction works were completed by FIRM Construction in 2021, and the facility has since been licensed and handed over to Alstom to use for the railcar manufacturing and commissioning activities. A Traction Power Feeder Substation – the PTA has appointed UGL Engineering Pty Ltd for the design and construction of the TPFS. Construction commenced in 2023 and is expected to be complete by late-2024. Stage 2 – New Railcar Maintenance Facilities. The PTA has appointed a joint venture known as EastRail (consisting of ADCO Constructions Pty Ltd and UGL Engineering Pty Ltd) for construction of Bellevue Depot Stage 2. Construction commenced in early 2024 and is scheduled for completion by mid-to-late 2026. Once completed, the Bellevue Depot Stage 2 facilities are expected to serve as the maintenance location for the PTA’s B-Series and diesel railcar fleets. The PTA requires the Services of a suitably qualified and competent Contractor (or “ Consultant ”) to undertake the following safety assurances activities for the Project: Manage and coordinate all safety assurance activities for the Project (both railcars and facilities); Preparation and maintenance of a Safety Assurance Management Plan and its requirements for the duration of Project; and Preparation of Safety Case(s) for the introduction and entry into service of the new railcars and railcar facilities. The Consultant shall demonstrate competency, experience and qualifications to the PTA’s satisfaction to perform the Services as further described within this document, to ensure that the requirements of the Project as delivered by PTA will comply with the PTA safety management systems, standards and procedures; meet the guidelines of the Office of the National Rail Safety Regulator (“ ONRSR ”), and meet the statutory requirements defined in the Rail Safety National Law (WA) Act 2015 and the Rail Safety National Law (WA) Regulations 2015. | Public Transport Authority | $247,117 |
