With its protected swimming beaches, cafes, restaurants, retail, commercial, tourism, leisure and marine activities, the harbour attracts between four to five million visitors annually, provides the recreational and leisure needs of the wider regional population and directly employs more than 1,200 people. The infrastructure of the boat harbour has been well maintained over the past twenty years, but it generally lacks activation. Recent reports raise concerns that the retail strategies are poor, and the development presents as dated. The purpose of this consultancy is to design a new main street entry to Hillarys Boat Harbour and reconfigure the southern carpark layout and shared footpath including re-location of associated services. The Southern Main Precinct will continue as the highest point of visitation by tourists, visitors, shoppers, and those seeking a local coastal dining and entertainment experience. A new ?main street? approach will be accessed directly from an intersection with West Coast Drive and replacing Southern Drive. A major opportunity exists to draw visitors along the new main street into the south western end of the precinct, as well as connection routes to Sorrento Beach. The Consultant shall undertake all Services required to complete the project to a 15% design. The 15% design documentation is intended to be used for the development of a future business case and the engagement of a consultant to undertake the final design and documentation for the construction works.
