QBCC Portal Phase 4

Brief

The Queensland Building and Construction Commission (QBCC) is seeking to replace its existing customer portal (myQBCC) with a modern, scalable, and maintainable digital platform that enhances user experience, streamlines business operations, and positions QBCC for future digital transformation. We are seeking to engage a qualified supplier to expand the new QBCC customer portal to deliver the remaining portal features and functions, with a focus on:? expanding licence application online processing beyond owner-builder;? enabling end-to-end licence lifecycle management (e.g., renewals, variations, suspensions and cancellations);? uplifting identity management (including alignment with Queensland Digital Identity (QDI), Australian Government myID (myID), and multi-factor authentication approaches);? implementing additional external verification integrations where available (e.g., course/qualification validation and checks such as National Police Checking Service (NPCS), Australian Financial Security Authority (AFSA), and Australian Securities and Investments Commission (ASIC) director and entity validation, including QR-code-based director checks where available/required, and title search); improving QBCC customer self-service via enhanced portal pages (e.g., start page and profile management) and improved communications/consent management; and progressively transitioning existing QBCC customer services from the legacy myQBCC portal to the new QBCC portal, including decommission planning and cutover management.
