Expression of Interest - BHTSP Construction Panel

Brief

The Department of Transport and Main Roads (TMR) is seeking expressions of interest for new applicants to join the BHTSP Construction Panel. This Expression of Interest is only for new applicants wishing to join the BHTSP Construction Panel (existing BHTSP Construction Panel Members are not permitted to apply for this EOI). The Department of Transport and Main Roads (TMR) is delivering the Bruce Highway Targeted Safety Program (BHTSP). The Bruce Highway is a vital 1,673 kilometre north-south corridor in Queensland, connecting Brisbane to Cairns. In January 2025, the Australian and Queensland governments announced a joint funding commitment of $9 billion towards the BHTSP to enhance safety and uplift deficient sections of the highway to achieve a three-star rating. The BHTSP focuses on sections of the Bruce Highway between Gympie and Cairns with a high safety risk. Projects to be delivered through the BHTSP will be awarded to prequalified contractors and prequalified on the Construction Panel. The BHTSP will be delivered in the following districts: Far North Queensland District Fitzroy District Mackay/Whitsunday District Northern District Wide Bay/Burnett District Construction Panel Member may be engaged to deliver a project under either a: Transport Infrastructure Contract – Construct Only (BHTSP TIC-CO Contract); or Transport Infrastructure Contract – Target Cost (TIC-TC Contract), Contractors must be accredited with the Federal Safety Commissioner (FSC) under the Australian Government Work Health and Safety Accreditation Scheme. Contractors are required to meet the following minimum levels of prequalification under TIPDS Volume 3 – Prequalification System now incorporating the National Prequalification System (NPS): Roads (R2) and Financial Capacity (F5) with access to Bridges (B2) Asphalt (A1)
