Brief
Emergency Response Team Queensland Hydro is releasing this Request for Tender (RFT) to seek Tenders for the RFT-BUR-1007 Emergency Response Team (ERT) for the Exploratory Works phase of the Borumba PHES Project. The phase will run for approx 2 years. The ERT will serve as the primary responder for any site-wide emergencies that exceed the emergency management capabilities of the Principal Contractors, whilst awaiting the arrival of professional emergency response agencies. This Project ERT will ensure a coordinated and effective response to major incidents. This scope covers: • Set up and fit out of offices/storage at stipulated locations • Emergency Response Team Personnel • Provision of Relevant Equipment o Suitable personal protective equipment for ERT members. o Vertical Rescue Equipment o A motor driven 4WD firefighting appliance to service both the Borgan and Yielo areas o Thermal imaging equipment (bushfire/grassfire). o Spill response equipment. o Vertical and confined space rescue equipment. o Road Crash Rescue Equipment. o 4WD light vehicle to move around site. • Develop and maintain Project Emergency Response Plan • Emergency Response Planning and Exercises • Ongoing Monitoring and Improvement • Undertake Light Vehicle Compliance Inspections The ERT will be expected to provide an initial response to the following credible emergency scenarios, both above and underground: Traffic incident, involving light vehicles, heavy vehicles and/or mobile plant, including emergencies involving a requirement for vertical rescue (e.g. light vehicle has driven over an embankment and gone down a steep incline), vehicle roll over; collision between vehicles; pedestrian struck by vehicle; Incident involving workers in a confined space, trench or working at heights; Incident involving workers being entangled in machinery; Bushfire/ grassfire, started by Project work activities; Bushfire/ grassfire started on land external to the Project, where the objective is to do emergency back burning on the Project site to support fire fighting efforts of the Rural Fire Brigade; Structural fire involving site administration/ office compounds or worker accommodation camp; Fire involving large items of mobile plant/ heavy vehicles; Spillage of hazardous materials on land or water; Medical incident involving the extraction of persons from difficult terrain, where road access is limited or non-existent (e.g. an injured worker located in a valley with steep inclines).
