Brief
Cairns and Hinterland Hospital and Health Service (CHHHS) is seeking Expressions of Interest (EOI) from suitably qualified suppliers to inform the development of a commercial model for the provision of smart intravenous (IV) infusion technology, under a nil-capital consumables index with a defined baseline pricing schedule and commercial controls governing pricing, and lifecycle obligations. This EOI will assist CHHHS in determining a fit-for-purpose, compliant, and financially sustainable procurement methodology that ensures clinical safety, interoperability, and long-term value for money. Market sounding will inform commercial options resulting in either direct negotiation or subsequent Invitation to Offer (ITO). Goods / Services Required Supply of volumetric and syringe smart IV infusion pumps, including associated hardware, drug libraries and provision of consumables (e.g. administration sets and related disposables) A nil-capital, consumables-linked commercial model, where equipment costs are amortised through consumables pricing Defined baseline pricing schedule with transparent standalone consumables pricing and commercial controls (e.g. indexation, benchmarking, lifecycle obligations) Integrated drug library software, connectivity, and cybersecurity updates in accordance with QICT Maintenance, servicing, training, and lifecycle management Delivery Location Primary delivery and implementation will occur across Cairns and Hinterland Hospital and Health Service (CHHHS) facilities in Far North Queensland Elements of the service (e.g. software support, monitoring, updates) may be delivered in accordance with QICT and CHHHS requirements Expected Timing EOI release: 02/04/2026 Market engagement and evaluation: May 2026 Anticipated procurement progression (negotiation or ITO): Following EOI outcomes Implementation commencement: Subject to procurement outcome and approvals Key Commercial Outcome The proposed model is a consumables-linked arrangement whereby: No upfront capital expenditure is incurred by CHHHS Equipment costs are amortised over the contract term Suppliers assume lifecycle obligations (maintenance, upgrades, compliance) At contract end, CHHHS will either retain ownership of the pumps or transition to a technology refresh under a new agreement
