Forward Procurement Notice – NAAS Commercial Project Management Office (C-PMO)

Brief

The Department of Transport and Main Roads (Queensland), on behalf of the National Automated Access System (NAAS) program, is providing advance notice of an upcoming procurement for the establishment of a Commercial Project Management Office (C-PMO). The NAAS program initiative delivers an operational digital platform that supports automated heavy vehicle access decisions for industry and Road Managers. As NAAS transitions to its next delivery stage, the program intends to engage a Commercial PMO to provide integrated governance, coordination, and delivery assurance across multiple delivery partners and jurisdictions. It is currently intended that this procurement will be conducted as an open market approach. The anticipated scope of the C-PMO includes, but is not limited to: Program and project governance and reporting Coordination of multi-supplier delivery arrangements Schedule, risk, dependency, and financial management Stakeholder coordination across jurisdictions and industry participants Support for transition, jurisdiction onboarding and integration, and ongoing delivery activities This notice is issued for information purposes only to assist potential suppliers in understanding upcoming market activity. It does not constitute a request for tender, expression of interest, or offer to contract, and no responses are requested or will be evaluated at this stage. Further details, including procurement documentation and timeframes, will be made available if and when the procurement is formally released to market. The procurement is indicatively anticipated to be released to market between the end of March 2026 and the end of the current financial year, subject to final approvals.
