Brief
WCQ is operating in an evolving environment where the role of technology in enabling people management is becoming increasingly critical. As expectations of digital capability, workforce experience, and operational efficiency continue to rise, WCQ’s strategic priority is to grow and enable organisational capability, leadership, engagement, attraction, and retention. To achieve this, WCQ must establish a modern, enterprise-wide Human Resources Information System (HRIS) capability that effectively integrates people, processes, and technology across all aspects of people management. The WCQ HRIS relates specifically to the management and enablement of human capital activities, including: a) Storing and managing employee Human Resources (HR) information through all phases of the employee lifecycle. b) Supporting applicants, employees, and leaders through HR-related queries, transactions, and advice across the full employee lifecycle (e.g. recruitment, performance, learning, joiner-mover-leaver processes). c) Conducting operational HR activities that form part of employee lifecycle processes (e.g. position management, succession planning, compliance actions, or maintenance). d) Providing seamless and automated workflow of employee data across the HR ecosystem, enabling straight-through processing and reducing manual intervention. e) Enabling employees and leaders to access HR information, complete transactions, and manage their employment experience independently. f) Delivering HR workforce insights and analytics to enable data-led decision-making and strategic workforce planning. WCQ welcomes responses from Suppliers offering an end-to-end HRIS solution; one or more specific HRIS modules (e.g. learning management, recruitment, performance, payroll, etc.); and/or payroll outsourcing services that meet WCQ’s business and integration requirements. WCQ is inviting offers for the provision, implementation, and support of a contemporary, integrated HRIS that provides a single, reliable source of truth. The organisation’s preference is to implement a comprehensive solution encompassing the full suite of modules to support core HR functions and the complete employee lifecycle. This may be one end-to-end solution or a suite of individual modules (such as Learning Management, Recruitment, or Performance Management) provided the proposed solution can demonstrate seamless data integration and interoperability with other HR and enterprise systems. The final configuration of the HRIS solution, along with the associated delivery and implementation approach, will be informed by the outcomes of the tender. Suppliers are therefore encouraged to propose solutions and delivery models that best meet the organisation’s business needs as defined in the problem definition (Section 1.2) and objectives of this initiative (Section 1.3). WCQ seeks a partner who can contribute to the modernisation of HR systems, improve data quality and accessibility, and enhance the overall user experience through a flexible and future-ready HR technology platform.
