The Phase 1 scope of the works include the following and is the core requirement for this RFQ: • Document an audit of the existing GENe EMS alarm database including consideration of inputs or impacts related to Substation Design Manuals • With the support of an Alarm Management SME Committee: o Review the existing Alarm Management Philosophy to develop a revised fit for purpose Alarm Management Philosophy aligned to ISA 18.2 o Review existing Alarm Management Standards to develop revised fit for purpose Alarm Management Standard Develop the scope of work to deliver Alarm Management Rationalisation, implementation scope and implementation plan to undertake Phase 2 • Prepare informed business case, project management plan and detailed project schedule including resourcing and cost requirements to undertake Phase 2 . The following Phase 1 deliverables will need to be completed and endorsed by client stakeholders. ? 001 Current State Alarm Solution Assessment o Analyse three years of alarm data, considering factors (but not limited) such as alarm categories, priorities, severity, events, and limits o Review operating procedures, process documents and system controller training materials o Document findings in a high-level assessment report with recommendations for future improvements ? 002 Current State Performance Reporting o Review three years of alarm performance reports, focusing on KPIs, top recurring alarms, and alarm flooding cases. o Highlight problem areas with high-level cause analysis and compare current KPIs to benchmarks. o Summarise findings will in an assessment report with recommendations for future improvement. ? 003 Business Readiness and Change Register o define readiness criteria and scope, engage stakeholders to identify key factors, ownership, and dependencies, and document associated risks and responsible owners. o A business and change register will be produced, highlighting impacted groups and levels of impact, supported by a readiness assessment report with high-level recommendations for successful implementation. ? 004 Alarm Management Philosophy & 005 High Level Alarm Management Standard o review the current philosophy and comparing it to industry benchmarks, along with assessing existing standards. o Workshops with stakeholders will be conducted to revise the philosophy in line with best practice and future objectives. The outcome will be an updated Alarm Management Philosophy, formally endorsed by key stakeholders, and overarching Alarm Management Standards that will guide the development of detailed standards in Phase 2. ? 005 Implementation Scope for new Alarm Management Database o define Phase 2 objectives, scope boundaries, and key inclusions/exclusions o outline implementation options with recommendations, structured work packages (such as alarm rationalisation, system configuration, and training), and a resource responsibility matrix. o The plan will include deliverables with acceptance criteria, timelines, milestones, risks, and mitigation actions, resulting in a comprehensive Implementation Scope and Plan document. ? 006 Project Management Plan and 008 Detailed Project Schedule o Prepare Phase 2 Project Management Plan based on the endorsed implementation scope and plan. o Prepare detailed Project Schedule for Phase 2 delivery based on roles and responsibilities. ? 007 Business Case o Consolidate inputs from the current state assessment, implementation scope, project management plan and recommendations into a formal business case. o This will include using the Powerlink the business case template, preparing the financial justification, and facilitating stakeholder reviews. The outcome will be an approved business case, refined through executive and board feedback
