Request for Quote for the provision of Independent Onboarding Monitoring Systems and Services

Brief

This RFQ is issued by Fisheries Queensland, Department of Primary Industries, The State of Queensland (Customer) to solicit proposals from qualified and experienced Suppliers for the supply, implementation, and ongoing management of Independent Onboarding Monitoring (IOM) systems and services. The Customer seeks to identify the most capable Suppliers(s) to establish and manage the IOM program (IOM Program or Program) across priority commercial trawl fisheries in Queensland in alignment with Fisheries Queensland’s objectives of strengthening compliance, meeting statutory export approval requirements, reducing ecological risk, and validating fishing data through independent monitoring. Respondents must base their submission on the requirements outlined in this RFQ, including all Schedules, Attachments, Annexes and any supplementary documentation provided with the tender. The IOM Program may extend across up to 362 vessels across the East Coast Otter Trawl Fishery and Commercial Fin Fish Trawl Fishery. Vessels equipped with an EM system may require between one and four cameras to appropriately capture activities, depending on the size and layout of the vessel. Suppliers are required to propose Solutions capable of capturing at-sea fishing operations, enabling secure transfer and storage of data, and supporting structured review processes to validate logbook and catch data. Initial establishment must begin by 15 June 2026. As referred above, the final Program scope and management arrangements remain subject to Government approval and regulatory impact analysis.
