Brief

The purpose of the Invitation to Offer (ITO) is to source implement a fit-for-purpose application to support the requirements of an Electronic Chemical Management System (ECMS) solution within Queensland Health and Hospital and Health Services. Under the Work Health and Safety (WHS) Act 2011, a person conducting or a business undertaking (PCBU) has the primary duty to ensure, as far as is reasonably practicable, that the health and safety of workers and other persons are not put at risk from work carried out as part of the conduct of the business or undertaking. This includes ensuring the safe use, handling and storage of substances. The WHS Regulation includes specific duties for a person conducting a business or undertaking to manage the risks to health and safety associated with using, handling, generating and storing hazardous chemicals at a workplace. These duties include maintaining a register and manifest (where relevant) of hazardous chemicals and providing notification to the regulator of manifest quantities if required. Each work area (after building stock holdings) is then able to produce incompatibility reports (hazardous substances storage and handling requirements), manifests, hazardous substances labels and listings, and placarding reports (to aid correct placarding of rooms and buildings). Potentially, this enables the less technically minded people to be aware of the dangers of incompatible chemical storage. The use of a hazardous substance in the workplace may require a risk assessment to be performed. Most sites are using ‘generic’ based risk assessments; however, all sites will still be required to produce certain risk assessments based upon their individual site needs.
