Brief

The Department of Primary Industries (Department) through the Information Technology Partners (ITP) intend to approach the market to procure Information Technology Financial Management (ITFM) System. ITP is a shared Information and Communication Technology (ICT) and Information Management (IM) service provider operating under a cost-recovery model. It is responsible for planning, delivery, and financial management of technology services to ensure they align with all agencies’ strategy and operational requirements within the Business and Corporate Partnership. ITP requires a modern ITFM system that provides efficiency, transparency, accountability, and alignment with the TBM framework. The multi-agency structure of ITP’s operating model introduces additional complexity in financial management and reporting. To maintain stakeholder confidence and ensure sound governance, the system must deliver accurate cost attribution, equitable cost recovery, and customised reporting. The ITFM system is expected to address both operational requirements and strategic objectives, enabling ITP to demonstrate value, support continuous improvement, and strengthen evidence-based decision-making.
