Defence conducts a range of activities to inform capability delivery. Commercial off-the-shelf devices are often required to support these activities. However, they must meet a baseline capability to be suitable for Defence use. Delays in device assurance and contract approval have resulted in reduced responsiveness to activity requirements. Defence seeks to procure suitable mobile devices from 1 July 2026 to 30 June 2030 to support various Land domain activities. The objective is to simplify procurement processes to enable rapid, ad-hoc acquisition in response to evolving requirements. Scope The scope for procurement of mobile devices supports Land domain activities, with a primary focus on enabling tactical application exploration in field environments. The following are the technical and operational requirements of the mobile devices: a. Essential: (1) Capable of achieving connectivity with 5G networks (2) Capable of achieving connectivity with WiFi networks. (3) Capable of achieving connectivity with Bluetooth devices. (4) Support a current, vendor-supported Android operating system with enterprise mobility management (EMM) compatibility (5) Support video and image capture. (6) Be configurable by Defence, including support for EMM and mobile device management (MDM) frameworks, to enable security hardening. b. Desirable: (1) Compliance with MIL-STD-810 (or equivalent) for vibration, humidity and shock. (2) The ability for pre-configuration of devices to provide initial security hardening, when required. (3) Have a specified Ingress Protection rating. (4) Operate within a wide and defined temperature range. (5) Include sufficient processing performance and memory to support concurrent execution of multiple Defence applications, including mapping, messaging and multimedia functions.
