Brief
The Contractor shall be required to provide, but not be limited to, the following:i. Supply of up to 1,600 UHF encrypted radios (including both handheld and fixed units). The minimum quantity is anticipated to be approximately 1,458 units, with the exact number to be confirmed and negotiated with the successful supplier;ii. Integration and configuration of the supplied equipment with the existing communications infrastructure;iii. Maintenance and sustainment of the BASENET system, including the conduct of technical inspections of repeaters, communications infrastructure, fixed consoles, and transportable console radios. Any faults identified during inspections shall be rectified, subject to approval from DSO, including the implementation of firmware updates for all radios; andiv. Development of a five-year phased implementation plan, including associated costs and a project management approach, with an emphasis on delivering minimum viable capability and achieving value for money.Documentation RequirementsThe Contractor shall provide the following documentation for each site in accordance with the applicable technical specifications:i. Factory test certificates for all supplied equipment;ii. Warranty certificates;iii. User training manuals;iv. Test and inspection reports for all systems; andv. As-built documentation, including network diagrams.System RequirementsThe upgraded system shall deliver secure communications, high availability, base-wide coverage, and full integration with Emergency Management Plans.It is anticipated that the upgraded network will continue to comprise:i. Up to 1,600 handheld radios (minimum anticipated quantity of approximately 1,458 units, subject to negotiation with the successful supplier);ii. Up to 48 mains-powered base stations;iii. Repeaters and channel allocations as required to ensure effective coverage across all operational areas;iv. Ancillary equipment (e.g. batteries, chargers, and antennas), as determined by the network design; andv. Comprehensive services including installation, training, ongoing planned and preventative maintenance (in accordance with manufacturer recommendations), and logistics support.
