Brief
This Approach to Market is for the provision of an independent Evaluation Team to conduct the Mid Term review (MTR) of the Pacific Humanitarian Warehousing Program (PHWP). The successful supplier will deliver a comprehensive assessment of program performance, examining relevance, effectiveness, efficiency, governance, financial management, and integration of cross-cutting priorities across the program. The work will include document review, stakeholder consultations, incountry and remote data collection, financial analysis, and the preparation of high quality deliverables including a Review Plan, Aide Memoire, Draft Report and Final Report aligned with DFAT’s Monitoring, Evaluation and Learning Standards. The review will provide clear, evidence based findings and forward looking recommendations to inform decision?making and the second half of the program.
