The audit tested some $30 million of grants across more than a dozen granting programs worth almost $300 million over 2 financial years to 30 June 2019. The findings from these audits including the Department of Transport indicated that, while some entities and officers are adept in their practices, grant administration across the WA public sector generally needs improvement. | WA-SBDC102022 | n September 2020, the Small Business Development Corporation (SBDC) procured a 12-month software subscription for SmartyGrants, a Grants Management System (GMS), through the service vendor ?Ourcommunity?. The GMS subscription was procured to assist the SBDC manage Government initiated grant programs. The contracted annual cost of subscription was $20,000, based on the estimated overall dollar value of grants to be processed and distributed through the GMS, i.e. the cost was not based on the number or volume of grants. Due to a significant uplift on the total dollar value of grants processed and distributed, the SaaS cost has increased. Grant processing and close off will not be completed until after March 2023, therefore it is necessary to extend the annual subscription for the GMS. The SBDC has calculated the expected distribution to be above $70 million which results in the cost to extend the subscription is $68,000 (Inc. GST). The estimated total cost of contract for the GMS subscription from 2020 to 2023 is $144,540. In order to process Commonwealth Top up Grants (June - August 2023) and Small Business and Charities Energy Bill relief Grants, the subscription has been extended to 13 September 2023. Price variation is $68,000. This amount due to the value of grants paid. | Small Business Development Corporation | $20,000 |
