This applies to their engagement with stakeholders and the evaluation of the Program itself. Due to the over-representation of Aboriginal children in OOHC, the recommended evaluator must demonstrate a high degree of cultural competency and expert ability to engage with Aboriginal community members including elders. It is essential the evaluator can demonstrate Aboriginal partnerships through collaboration with relevant Aboriginal researcher(s), existing partnerships with relevant Aboriginal stakeholders, and an ability to develop and deliver a culturally appropriate methodology.
