| WA-HSS20218899 | Overview of Requirements Health Support Services (the Customer) is seeking to engage a Contractor(s) for the provision of the services in the following areas: Coordination Lead Services; Project Management Services; Program Management Services; and Applications Development Services. These services will be utilised as required in relation to projects assigned by the Customer. The Customer will provide the Contractor relevant details of the project, including instructions on specific requirements/outcomes that the Contractor will be responsible for in relation to any given project, as the project is assigned/undertaken. It is envisaged that the Contractor will work closely and collaboratively with the project team to undertake work as required. Engagement for each of these services will be undertaken on an hourly rate basis. Applications Management Support Services Offer, Evaluation and Award Details For the purposes of this Request, it is envisaged that the quantity of service required in each service area will not exceed what can be provided by one (1) full time employee. That is, a Respondent seeking to offer services in a particular area will not need to nominate more than one (1) Specified Personnel for that service area when completing the Qualitative Criteria. Respondents may offer to provide services against any one (1) or more of the specified service areas, as part of its response to this Request. The Respondent is not required to offer services against all service areas. The Customer may accept an Offer by the Respondent for any one (1) or more services areas that the Respondent has included as part of its Offer, and this acceptance will not obligate the Customer to accept other service areas that may have been included in that same Offer. The Customer may award different service areas to different Respondents. Coordination Lead Services The scope and deliverables of this service area include the monitoring and coordination of program and project activities, which include, but are not limited to: ? Coordination of planning and delivery of program and project activities; ? Partner engagement and coordination; ? Health Service Provider (HSP) and stakeholder engagement and support; ? Data assurance and management; ? Issue and risk management; ? Monitoring of activities and execution timelines; ? Monitoring against key scheduled dates; and ? To support other Program coordination activities which are currently in early planning phases. In addition to the key deliverables outlined as part of future Program and Project activities, the Specified Personnel will play a pivotal role in the overall success of the future Programs, and will be required to contribute to the shared outcomes of the Program team. This will include contributing to principle-driven decision-making in alignment to quality management standards, as well as quality reporting and scheduling. It is highly desirable that the organisations and its nominated Specified Personnel have experience working in and/or with a WA Government agency due to the complex nature of the work environment. Project Management Services The Customer requires Senior Project Manager services to manage outcomes for future Health Support Services projects. This role will align with other HSS business initiatives to ensure a more holistic service capability that will improve Project and Program delivery at HSS. The deliverables of this role include, but are not limited to: ? Identification of processes, procedures and standards required to provide end-to-end Project Management Services; ? Planning design and development of Future Project outcomes; ? Delivery and execution of project management activities; ? Monitoring and controlling the quality of outputs for Projects; and ? Closure and sign-off of the Projects as required. Applications Management Support Services In addition to the key deliverables outlined as part of future HSS Project Initiatives, the resource will play a pivotal role in the overall success of the future Project delivery and be required to contribute to the shared outcomes of the Program teams. This will include contributing to principle-driven decision-making in alignment to quality management standards, as well as quality reporting and scheduling. Further, the resource will be required to work across a diverse range of stakeholders to achieve outcomes in a proposed weak matrix management organisational structure, which will demand a disciplined and structured approach to project management. It is highly desirable that the organisations and its nominated Specified Personnel have experience working in and/or with a WA Government agency due to the complex nature of the work environment. Program Management Services The Customer requires a Program Manager to manage upcoming Programs of work at HSS. The deliverables of this role include: ? The Program Manager will ensure that each proposed Project is delivered in accordance to an approved budget and scheduled timeline; ? The Program Manager will work with key internal and external WA Health Stake holders to co-ordinate activities relating to the execution of all Projects of work, facilitate internal-to-HSS discussion between Program and BAU working together in unison and ensuring that project milestones are met over the term of works; ? Managing team members responsible for risk, governance, reporting, project documentation, scheduling, Program resource planning and management as well as some administrative functions; ? The Program Manager will ensure all program documentation is compliant with Department of Finance Gateway standards and Department of Health ICT Project delivery methodology and procedures, which are based on PRINCE2; and ? Other HealthNext directives as requested from HSS Executive. It is highly desirable that the organisations and its nominated specified personnel have experience working in and/or with a WA Government agency due to the complex nature of the work environment. Applications Development Services The Customer requires the services of an Application Developer to work on various activities once identified. The Application Developer must have skillsets listed below; ESSENTIAL SKILLS ? Considerable experience in application development work; ? Experience in the testing and configuration of enterprise application solutions; ? Demonstrated experience in use Platforms such as PHP, MySQL, HTML, CSS, JavaScript / jQuery, Apache servers, SharePoint 2010, C#, ASP.NET, AJAX, JavaScript; ?
