| WA-HSS202312082 | Background: The RDDP Program is a 5-year Program and was initiated in the 2021/2022 year. It has progressed through the RDDP proof-of-concept and early SHOC Pilot stages and is approaching the end of its 2nd year in execution. The Program Blueprint has recently been accepted by the Program Board and it defines three distinct Waves to transition from the current Pilot Data Platform to ultimately a secure, reliable, and scalable on-demand Enterprise Data Platform service. The following 2 projects are in the 1st Waves. Project 1 Data Provision - Integration & Ingestion This project will deliver the integration and ingestion of selected source system data included in the scope of the RDDP 1st Wave: St John Ambulance WA (SJWA CAD) - Integration & Ingestion Patient Transfer Service (PTS) - Integration & Ingestion Contracted Health Entities (CHE) - Integration & Ingestion TMS - Ingestion PSOLIS – Ingestion PathWest (LIS) – Ingestion The integration and ingestion demand addresses three distinct types of source system demand: SHOC Integration and ingestions, e.g., SJWA. Core Health enterprise systems Ingestion e.g., TMS. HSP systems self-funded ingestion e.g., PathWest. In addition, this project aims to deliver 2 new source system ingestions from either Department of Health or HSP’s. Key Project Objectives include: Delivering the SHOC Horizon 1 and 2 data requirements. Ingesting addition core enterprise system data - TMS. Ingesting additional HSP system data - LIS and PSOLIS. Implement changes to the Batch Data Pipeline based on current usage and requirements review activity. Ingesting and delivering new source system data from the RDDP. Project 2 Data Platform - Improvement & Operationalisation This project aims to improve RDDP reliability by implementing prioritized incremental improvements that include the simplification and improvement of the data pipelines. Core Platform capabilities are enhanced to support successful Platform support, maintenance, and operation. In addition, the Platform’s support, maintenance, and operation is also formally transitioned from the RDDP Program to the RDDP funded Business-as-Usual (BAU) Data Management Team. Key Project Objectives include: Implement selected improvements to Platform stability and performance. Enhance / review ‘immediate priority’ Platform capabilities - to support the transition to support and operationalisation and 1st Wave execution, e.g., Identify & Access Management. Develop and implement the RDDP Operating Model - and associated supporting operating model elements e.g., governance, operating principles, processes etc. Transition to support and operationalisation of the Real-time/Near Realtime and Batch data pipelines. Work to be Undertaken: It has been identified that these projects will need the service of the Data Engineer services. The following listed the criteria/scope of the Data Engineer: Setting up and operating data infrastructure, automatic job monitoring, data quality monitoring and improvement, data lineage, data dictionary etc. for the data lake and the data warehouse platform. Demonstrated experience in ETL/ELT and other Data Lifecycle Management activities including data ingestion, curation, wrangling, manipulation, and data modelling. Extensive knowledge around delivering robust and scalable data system using both Realtime and batch data ingestion, curation, wrangling and presentation of data. Design, develop and maintain conceptual, logical and physical data models with a focus on extensibility, scalability and robustness for enhanced data usage and reporting capabilities, and demonstrated experience in different data modelling techniques/ framework such as Data Mesh, Inmon, Kimball etc. Demonstrated experience designing and developing large-scale, cloud-based data lake and data warehouse using Azure, Snowflake, Matillion, Kafka. Knowledge in one or more programming languages such as Python, Scala, etc. Extensive technical experience in enterprise database design, APIs and cloud services. Demonstrated experience within a large, complex ICT working environment and comfortable with DevOps thinking with a results-oriented mentality and a willingness to commit to a direction and drive operations to completion. The RDDP program need the service of 1 or more Data Engineers. The successful Respondent, and its Specified Personnel are expected to work with the project team to provide the Data Engineer Services.
