MetCONNX Alliance has been awarded the contract to design and build the Byford Rail Extension. Works include building an elevated station at Armadale and a ground-level station in Byford, developing public spaces near the stations, removing level crossings, and building road-over rail traffic and pedestrian bridges. The project will provide many benefits for the community, but also impacts during construction. As part of the contract, MetCONNX is required to undertake consultation and engagement with key stakeholders in relation to design, approvals, construction, testing, commissioning and handover. The contract includes a financial incentive/reduction for the quality of engagement and there is a requirement for the PTA (OMTID) to undertake market research to evaluate the engagement. Victoria Park-Canning Level Crossing Removal (LXR) Project The METRONET Victoria Park-Canning Level Crossing Removal Project includes: removing six level crossings at Mint Street, Oats Street, Welshpool Road, Hamilton Street, Wharf Street and William Street by elevating the rail over the roads; building five new elevated stations at Carlisle, Oats Street, Queens Park, Cannington, and Beckenham; and creating around six hectares of versatile public space and better community connections through elevated rail. The Armadale Line Upgrade Alliance (ALUA) is contracted to design and build the public transport infrastructure and develop the public spaces. This requires consultation and engagement with a number of key stakeholders throughout the various stages of design, approvals, construction, testing, commissioning and handover. The contract includes a financial incentive/reduction for the effectiveness of communications and relations with key stakeholders; commitments made and honoured; and management of the works impact on key stakeholders. There is a requirement for the PTA (OMTID) to undertake market research to evaluate the engagement. The successful respondent will be required to undertake annual qualitative (with a quantitative element) surveys over four years via in-depth interviews per project (4x BRE project, 4x LXR project) to determine the satisfaction of key stakeholders in the project areas. An estimated 20-30 key stakeholders per project will need to be approached for 30-40 minute interviews each year to assess: The effectiveness of the communications and relations with key stakeholders related to the project; Commitments made and honoured; and Management of the impact of works on stakeholders. The qualitative surveys will focus on the stakeholder engagement activities of the individual BRE and LXR projects, related to the design and construction of the rail infrastructure and adjacent public space. The surveys will require a robust quantitative element to ensure success can be accurately measured and will also need to be adapted to reflect the phases of the project (e.g. design/approvals, construction, handover).
