Background information: The ADHA Program is a Commonwealth compliance program administered and managed by the Australian Digital Health Agency (the Agency) that contracts each jurisdiction to deliver priority activities. A key driver for the ADHA Program is the opportunity to implement workflows and practices that allow the safe and secure sharing of clinical information through My Health Record and other digital transformation mechanisms, such as secure messaging and electronic clinical consent sharing. Each year HSS receive funding from the Agency to implement approved projects that align to the National Digital Health Strategy 2023-2028. Since 2021, HSS has delivered multiple projects to implement electronic prescribing (ePrescribing) via the in-house developed eMedication and eAllergy solution, to enable prescriptions to be transferred electronically to external community pharmacies for dispensed medications. The System Flow and Reform Program is a major strategic program initiated at WA Health and will deliver a collection of critical clinical service improvements to improve patient flow, patient safety, and the quality of clinical care across the WA Health System. The Program is categorised into the following workstreams: WA Virtual Emergency Department (WAVED) – Software system Implementation Outpatient Reform Program: Strategic ICT Planning and Software implementation System Improvement: Software development and Implementation. The Solution Architect will need to possess significant technical experience and skill in solution identification, design and technical governance to ensure alignment to the whole of system standards, practices, and governance procedures. Apart from project activities, the Solution Architect may be called upon to support the ICT Application Team for ADHA related applications and provide technical training to the ICT Applications team. Key Responsibilities Relationship Management Partner with Program Delivery and ICT operational teams on business and information planning to ensure systems-related agency goals are met. Liaises with external stakeholders on application development and support within a multi-organisational access environment. Client Development and Management Act as the key liaison between applications, internal and external clients, and service providers. Maintain effective client engagement relating to the application environment, contributing to customer?focused ICT solution strategies. Liaises with suppliers and relevant stakeholders to support solution outcomes. Planning, Projects and Policy Contributes to the development of policies, standards, guidelines, procedures, concepts, artefacts and methodologies for technical application development. Designs, plans and implements information management projects within the Program portfolio. Value Delivery Monitors client service levels to ensure high quality outcomes are achieved. Develop and present appropriate solution options for client consideration. Selection Criteria The specified personnel are expected to demonstrate the following: Substantial experience in the development of strategic, end-to-end Technical solution Program Roadmap. Proven delivery of similar engagement of comparable size and complexities. Demonstrated experience working with critical hospital operational systems (preferred). Significant experience in stakeholder engagement, relationships management, and sound corporate knowledge to support program momentum and deliver successful outcomes. Clear oral, written, and interpersonal communication skills including the ability to negotiate with and influence internal and external stakeholders. Excellent time management skills with the proven ability to manage competing priorities of varying complexities and deliver measurable outcomes. Experience or familiarity with adjacent disciplines including project management, change management and/or IT Service Management. Demonstrated expertise in Solutions Architecture, preferably within a health services environment. Highly developed knowledge of Enterprise and/or Solution Architecture frameworks, including processes, methodology tailoring and risk management. Professional training and/or certification in recognised architecture frameworks or methodologies such as TOGAF, Zachman or ArchiMate. Other Requirements Previous experience working within the WA Health sector. Ability to work independently and collaboratively as part of a team. Strong attention to detail with the ability to prioritise tasks effectively. Other duties as required.
